I have begged so many times that this server quit using the term "perma" ban as this is about as useless a term here as is suggesting every time players can't play together nice to use /ignore I think I understand what you are trying to say, however, it may have been better to ask for the terms "ban" (which would require an appeal) and "tempban" (which would not) and eliminate the term "perma" ban completely since it actually just a figment of our imagination.
How about we just make perma bans 100% final and unappealable to live up to their name of “PERMENTANT”?

Nah, I kinda like the system we have right now. PermaBans basically mean, don't bother writing andrew an essay email unless a good year or more has passed. No need to change stuff.
