I'm sorry that I wasn't very clear. The suggestion is this: run a raffle where ECC users buy tickets that cost around 5k that go to the big scams. The scammed user gets their money back and ECC users have a chance at winning a coupon code. Obviously, the scammed user does not participate in the raffle because they will get their money back. And again, it's not the community's problem, it's the player's problem. But right now, scamming is causing a problem within the community. I wouldn't want to see users quitting because of this. We need a solution.

+0 because this is a very good idea but in a way I see it as a way users will fake scam each other report get the other one "banned" then fake to get the money. Or It could cause players to b WAY more careless with loans lending and such I believe if this was implemented into the server that many players would abuse it or lie for donation scamming.

I've made myself unclear again. The suggestion is similar to clou's. There is a "lotto" where you can buy up to a maximum of 5 tickets. The ticket money goes to the user who was scammed. This is the fund, the ticket money goes to the user who was scammed. Then, once the user is has been payed back the money he lost, a player would be picked from the "lotto." Like I said before, the person who was scammed will not participate in the "lotto" because they are getting their money back. There is no problem with loaning, like nicit said, it is careless loaning. There is no downfall to the economy or anything as long as the scams are dealing with large amounts of money.

This sudden change is clearly not normal and was most likely caused by the recession in the US that started around 2009 so your graph doesn't prove anything.
2. The way the server functions is not remotely close to the way realalistic economies work so most connections you make to a realalistic economy to the server are going to be irrelevant
3. Inflation in this game is mainly caused by major amounts if money being spawned into the economy with /sell -
