There is an exploitable issue with stacked potions as well. I doubt these will be added back because of it.
Assuming stacking potions such as heal 2 for pvp is unfair?... So just disable stacking potions in pvp areas
That's not it at all, and I'm not going to elaborate on just what the exploit is. Just that it's the reason /stack was removed before and why it won't be coming back.

For bows, I'm not sure. (I have a guess that relates to the second part though). For potions...tested in singleplayer once. Unless it has been fixed in vanilla, the ability to /stack would - as KMax said - cause an annoying exploit. Since it looks like it'S from vanilla, it would require some annoying custom code to fix it and testing to make sure that all loopholes with it are fixed.
potions, bows, weapons, everything has the same issue. If you try to enchant a stack of bows all the bows in the stack get enchanted. If you try to create put a stack of potions in a brewing stand then you only need 1 item to change the whole stack. A famous example of the exploit is someone putting protection 4 on a stack of 64 diamond chestplates. it took 1 try to get 64 prot 4 armours. (which at the time was worth like 5k, do the math) I've explained the problem because it's no longer possible on ECC because /stack got limited to items that can stack naturally. So.. this suggestion is impossible.
