+1 Completely agree with all of them. I would also add being able to remove LWCs from the Original Owner from a town, especially if he is inactive.
I disagree. One should be somewhat safe in his/her own town, unless they are actually inactive, in which case a town claim could ensue, resulting in your ability to claim his/her items.
I meant if you owned the town and the original owner left some locked items on it. In this case I think it should be allowed
