Unfortunately, the contract listed is not valid for this town transfer application. While your contract lists "technical ownership," you need to explicitly state that the purpose of the contract is that @xRosalyn agrees to the town transfer, and that the contract can be used in a town transfer application.
If you would like to get the town transferred, please refile a contract with what I've mentioned and then post a new town transfer application!
