Remove "No One Hears You" Local Chat Msg​

What are you suggesting:

Basically, remove the "no one hears you" (the message you get when typing in /ch local when no one is around) from VMR.​

Why is this a good addition for EcoCityCraft?:

Due to this message, you can find out whether or not anyone is within the 400 block range of /ch local from your current location, giving you somewhat of a /near in VMR. Definitely not healthy for VMR, since you could just type something in /ch local every 5 minutes if you're solo'ing and find out if someone is near(ish) your base.​
