It's information that the Game Admin needs to verify anyway as part of the app (i.e. they shouldn't be using the users screenshots). It unnessesarily delays apps, and is unnessesary for the user to provide. +1 GameAdmins need to check /seens (and other town owners /seens) in-game and on the player's profile anyway, it actually says to double-check all this yourself and not rely on the screenshots provided - so why ask for them in the first place? Forcing players to screenshot is just annoying for them. I also hate to use the word "implied", but it is implied that the player has been offline 6 months if the person is trying to claim the town, so it's just completely not needed.
While obviously you're correct about it not being useful to GAs, I think it serves another purpose as well: It makes sure players are actually checking activity before filing a claim. (Plus, in all honestly I don't see an issue with there being a little extra hassle before we allow players to legally steal someone else's town).
