I think only for perma-banned users, as they can't come back.

 

I mean, he isn't forum banned. So maybe they're thinking that he'll come back at some point and ask for it locked and feel that it would be rude to lock it without permission. But imo all keeping this open does is cause users to waste time trying to enter a competition that won't be drawn for weeks, likely at all. It's probably in everyone's best interest if this is locked. And speaking of permabans, I'm honestly shocked that he wasn't permabanned. That's usually the case in situations like these.

Sorry to inform you but this user is most likely gone forever. It was kept open for the slight chance that he might come back but I doubt that.

If you have read the rules, it is legal to talk about banned users, but it is illegal to talk about ban reasons. Just thought that'd clear some things up.
