Decrease cool down for wizard feature​

What are you suggesting:

Make it a 2 week cool down instead of 1 month since it just got nerfed from 3 uses per month to 1. Think this is a pretty fair compromise so you can use it every 2 weeks, only on the main server rather than once a month.​

Why is this a good addition for EcoCityCraft?:

Think this is a fair compromise for people who bought this 400 usd feature thinking they could use it 3 times a month (one per server). Once every 2 weeks would be right in the middle of what we had and what we currently have.​
