Gambling is a risk. There is no safety net for that in the real world. For a comparison, it's like people who knowingly built up a lot of loans to go to college asking for loan forgiveness. It's not economically feasible and will negatively impact the economy in the long term. Less money coming out of the economy from lotto/cf means more has to be taken out else where like TAXES.
