Brief Description: Everything else, except heads works in dispensers.
Instructions: Place some heads from headmaster feature wit /heads dont work.
How many times did you recreate this?: Everytime me and @7amoodw tried. He thinks this is maybe a bug, so i filing it :)
Result: Heads dont drop from the dispensers.
Expected Result: Heads should be dropping.

Done more research @black_kkha and it seems the only type of head that can be dispensed is the wither skull AFAIK. So I guess the best thing to do is to file a suggestion if ya want this to work as it is not normal MC behaviour

Yes this is correct. player heads (obtained through hdb) will not be dropped out from a dispenser.
The only heads that drop out are vanilla Minecraft heads (wither/zombie)-

So I just tested this in single player and heads aren't supposed to drop at all from dispensers. Not sure if there is a plugin that allows it to occur on ECC but it is not vanilla Minecraft behavior to drop heads from them.
