    So it's probably just me doing something wrong again, but I purchased Fly before the server restart, and now it says that I don't have access to that command? Is this normal?

    It might just take some time for the feature to be processed. Just wait a little bit and see what happens :)

    Oh, and also if you are in the mining world or nether, you cannot use this feature as you need Fly+

    No I was using it in my town, and then the server restarted, and now it won't let me use it.

    Well I read it as you had not gotten your feature at first, but then once I re-read it I realized you were probably using it before the server restarted. Processing the purchase is what I meant, which is what happens between the time of buying the feature and receiving it in game
