    no, you get a town like when you got mayor, you get town claims when you get to tycoon+

    You don't get a town claim when you apply for president, it's only tycoon+. You get a town when you rank up to president like you do mayor.

    I think by "claim a town" he means make one. It has to be the same time you apply for president, so I'd wait till you make up your mind.
