    You can pick up arrows that were shot and are on the wall or somewhere after already shot, even if arrows are enabled in itemfilter.

    This is likely because the retrievable arrow isn't actually an item in the same sense as a dropped item.
    Not entirely sure the itemfilter is meant to target arrows in such a way.

    This is correct.
    The ItemFilter toggles dropped items, arrows are seen differently by the server once shot.
