Instructions:
step 1: get a magic hoe and a netherwart farm
step 2: destroy a non-fully grown piece of netherwart
How many times did you recreate this?:
Many times
Result:
No netherwart is replaced on the soul sand where the original piece was broken.
Expected Result:
Netherwart should replant on the soul sand.
Evidence:
Update: same thing happens to carrots, potatoes, and wheat.
