chest only deny/allow flag​

What are you suggesting:

A town flag that limits only interaction with cheststo allow for door and orther useables to be enabled​

Why is this a good addition for EcoCityCraft?:

it will allow for town donation and swap chests that cant be raided, and allow builder towns to protect builders from external greif while still allowing doors to be used by visitors.​

i think there was a flag for this once.​
