I dont see a reason to butcher passive mobs on rising world when breeding is disabled.Other information:

+1 Easier access to animals as future towns are put in place.
However, spawn eggs are sold on buycraft. This would probably detract from whatever sales there may be. -

I doubt this will happen, but I always missed being able to keep animals in my town for whatever reason. I know it was always for lag reasons but maybe it can be reconsidered now- and just keep the general rule of not too many in one place!

Won't happen unless you agree to allow mob stacking on the City server.
To add mob stacking -> make a new suggestion. Would be the same stacking as on SkyBlock.
I will then review responses and make a decision.-
