Add //expand vert for TC+ or TC++​

What are you suggesting:

Add the WorldEdit command //expand vert for eithe TownControl+ or TownControl++.​

Why is this a good addition for EcoCityCraft?:

This would make the creation of subplots going from bedrock to the max world height limit much easier. There would only need to be a square region made from the //wand, and then type //expand vert to increase the height of the region.​
