Give netherquartz some exp back​

What are you suggesting:

I'm suggesting add exp back to nether quartz and gold in the nether, but nerfing it to equal either coal @ 0-2xp or vanilla gold chunks @0-1xp.​

Why is this a good addition for EcoCityCraft?:

It gives a little bonus to those who like to spend their time in the nether.​
