I had spoke with Clarinet on making a repeater command block that runs the "/recipe give @a *" command and would detect every player that doesn't have all recipes in the crafting recipe book. This however would cause issues with the command block running detections on every player every tick so perhaps an alternative could be to place a regular command block in spawn with the command "/recipe give @p *" to give the recipes to the closest player that triggers that command block with a button. You could even chain on commands that remove recipes for blocks that are unplaceable (hoppers, pistons, etc.)
