Tools skill "refreshed" on dif ID tools​

What are you suggesting:

I feel like currently there is very low netherite demand (well diamond also but how cares) and thats bc ereps, nobody needs more netherite once they get 1 tool of each one. so I was thinking something like:

What if we make worth to have many max netherite tools of each? maybe if tools left click skill is slightly reduced for each max enchant netherite tool you have?
I think rn skill cooldown is 3 minutes, so lets say if you try tool skill again with a different ID tool the skill gets refreshed, but only once every.. 2 hours?

So if you have 10 eff 5 netherite pickaxes you can use drill skill 10 times each 2 hours? dosnt sound very op, just worth to buy more netherite tools, more enchants and more xp which would be really good for server economy​
