Increase restock amount for bridges​

What are you suggesting:

Increase the shift click restock amount for bridge signs from 5 to 16. Non-shift click restocking is 1, which it should be. increasing the shift-click restock to 16 makes it easier to restock larger amounts of blocks, while not making it too annoying to remove accidental restocks.​

Why is this a good addition for EcoCityCraft?:

There are only 3 reasons I can think of to use the restock system at all. First is to replace blocks that have been removed. Second is to over-stock a bridge for something like Spleef. Third is to store items in a sign, which I'm not sure anyone actually does...

I'm suggesting this primarily for the 2nd reason. Overstocking the bridge with blocks makes it very quick and easy to reset a spleef arena.​

Other information:

Currently, if there's less than 5 blocks in your inventory, shift clicking will only add 1 block per click. if it's increased to 16 per shift click, having fewer than 16 blocks in your inventory will result in only 1 being restocked, which reduces accidental overstocks too.​
