    I believe @WeirdBuilder had this issue, what he had to do was unown the tool and own it again to fix, still a bug, but a solution for now for those having this issue.

    From what I've seen, any tool that has been "/own <playername>" is subject to this bug. In my experience, the way to fix it was to first "/own" it to yourself and then do "/own remove <itemid>" which would remove the 'bugged' lore and presumably fix it.
