    Spoke with the user further in-game to get clarification on what the issue is.

    The issue is users without Survivor/Voyager ranks can send teleports (/tpa) to and accept teleports (/tpahere) from users within the End and Nether and enter the nether/end without the proper rank.
    Tested with a couple of accounts, one with Nether/End access and one without and this is indeed the case.

    Fixed, appreciate the report.
    Ended up rewriting the entire world access system just now to account for a few recent changes.
    There may be some rough edges so do let us know if you experience any weird side effects.
