Wind Charges can not be put into brewing stands.
I attempted the Breeze rods as well, which make the Potion of Wind Charging, but this did not yield quest progress.

Infinitely, you simply can't put wind charges into a brewing stand.
Result:
Can't put a wind charge into the brewing stand to make progress.
Expected Result:
Being able to put a wind charge in the brewing stand to make quest progress.

Seeing as how wind charges cannot be used for potions (and only the breeze rod can), it sounds like the wrong item was added for this quest's completion

Got the quest again today and wanted to confirm the bug.
Can confirm wind charges will not go into the brewing stand.

Correct; it was likely meant to be breeze rod, which gives the wind charged effect, rather than wind charge.

Yes this is fixed.
Just a small note for those questers...make sure you brew with a brewing stand that is owned to you via the Jobs system, otherwise you won't get brewing credit.-
