It's sort of pointless for those questions to be there.

 

I am indifferent about this honestly. I see what you are saying about people say stuff just for the claim then do other things, but town claim is a serious thing. I mean, it is basically taking someone's land legally (like the founding of America), so I can see how it needs to be a little complex; you want pretty much a free town, then put a little work into it. Plus @Mission001 said that the Additional info is mostly used as saying if it is getting sold to someone else, but I've seen it used as a place to @tag current members of the town so they can see what is going on

+2/3: I would definitely keep the non-compulsory Additional information field, because someone might need it for a number of reasons (as it was already said in the OP), but the two other fields are pointless, so let's get rid of those.

I believe the only reason these questions exist is because of this rule -
"Your town claim must not have any selfish/malicious reasons behind it. The consequences of this will be severe and handled by the highest level staff personally."

You can lie and no one would find out anyway, though, so the questions are literally useless. +1. (Though I'd keep the additional information question, you can leave it blank or put "none")

 

I should add:

If this rule were actually enforced, we'd need to deny certain claims regardless of what they state on their application. Nobody can tell me that players claim vault towns with suspected star tool chests solely to develop them and not for any kind of personal gain.

Strictly speaking, most town claims are actually motivated by selfish reasons. Forcefully taking another player's town for their own use - for whatever reason - is a selfish act in itself as it puts the applicant's interests over the town owner's.

Well obviously those questions are pretty dumb because no one would figure out what you're gonna do with the town anyways. +1

 

Kinda, someone well known to be lotto addicted comes to you asking a 1Mil loan promising a 2Mil payback in 1 hour, boasting of some secret plan to make sure money in a very smart and badass way, and you're like "Sounds great! Here's my money, very trustful random person, I'm sure that whatever you say is true!"

Or (much more relevant) like USA's brilliant custom questionnaire asking "are you coming to USA in oder to commit some crime?" (I actually had to answer this very question when I went to USA 10 years ago).

Whether someone has bad intent or not, of course they're gonna say they don't: what's the point to ask dumb questions in the first place? Just to waste honest people's time who actually do answer that?

 

To add to this, I’ve seen a Town Claim App that said “there are valuable items there” and “to mine the valuable items” in the reason for the claim and the future plans respectively. I don’t remember what claim it was and exactly what it said, but it was still accepted.

That being said, even selfish reasons explicitivly said in these fields still get accepted, so they are worthless
