Implement system similar to town control​

What are you suggesting:

This suggestion is more for when sb gets updated after this season. Allowing the island owner to create "plots" or regions on their island similar to towncontrol on M.​

Why is this a good addition for EcoCityCraft?:

Will allow for people to have warps on their island without worrying about people using /top fly or other methods to snoop around their island. Allows for more flexibility and control over islands without having to /is lock the entire island.​

assuming a similar to work that towncontrol has, although might be a little different with how islands are created instead of regions etc.​
