Suggestion:
Stagger the mining and nether reset. Meaning set there resets apart from each other rather than at the same time.

Reason:
This might act as a half way point between people wanting resets to happen more and people who think its fine how it is. I also believe that if this were implemented it might convince more people to go for the nether rank (which might be bad for the hardcore miners already in the nether but oh well) Basically i'm suggesting having the mining reset normally at the beginning of the month but waiting about two weeks before resetting the nether.

I don't believe its a plugin. I'm not sure what andrew uses. World edit i'm assuming.
