Recently, as very many of us were affected, there was a major hack of @3point14mp 's security. His account was hacked and all users online were banned. This greatly impacted the server and I believe the effect attack could have been greatly diluted by doing something that wouldn't affect the mod's performance negatively anyways-reduce amount of bans per minute allowed to 5 for every hour. Here's why I think having this implemented would impact the server in a positive manor.
The server could always be at risk of this type of hacking. Sure, this was a simple irresponsible giving away of a .minecraft folder, but it is still absolutely possible for one to hack into an account in a more complicated way. When this happens, a moderator's account is under full control of the hacker to do whatever they wish with the account. They can steal, grief, and the worst of all is probably mass banning all people online. It's very beneficial to implement a limited amount of bans per hour, such as 5, as a mod shouldn't have to administer more than 5 bans per hour, and if the hacker was on, all users online would be given an hour to contact admins and staff to deal with the intense situation. Also, often more mods are on than 1, so more than 5 people could be banned per hour in this case anyways. A mod would just type this:
/ch qm s hey lol, I used my 5 bans and can't ban this advertising guy at spawn, can someone nab him for me?
This would solve the situation and further proves my point. There are no negatives, I don't believe, and I think this would greatly benefit the server's security.

I'm sorry but -1 billion.
The whole 3point incident wasn't a hack, he just gave away his .minecraft, there's a difference. That was a one off event that I doubt will happen ever again. Staff account security shouldn't be an issue as we have been told to use 2 factor authentication and to change our passwords, and as far as I know we all take the appropriate measures now to prevent issues.
Regarding us being to just ask another moderator to ban someone, that is not reliable enough. We don't always have more than one staff member online.
Finally, what if there is a spam attack or we get someone bypassing on a bunch of alternate accounts (Which has happened recently)? We'd be using up all our bans, and then when we run out of our bans the spambots/alts are free to do whatever they wish.-

Love the idea, honestly I think its brilliant. But staff doesn't like having less power, so something that stops them from doing what they want, they wont add.

As Burnsy/eek said, that will (most likely) never happen again. That situation is MUCH easier cleaned up than having people online for an hour wreaking havoc on ECC.
As for IP Bans, theres this thing called dynamic ip's.

Staff arent power hungry people who's only motivation of being staff is for power. Staff are people who actually care about the server and want to help it.
