Make conduits a rare item​

What are you suggesting:

Hear ye hear ye, I haveth gotten yet another VMR suggestion for thee.

I am suggesting to make conduits part of the 'rare items,' requiring you to collect three instead of ten.​

Why is this a good addition for EcoCityCraft?:

To craft one conduit you need one heart_of_the_sea and 8 nautilus_shell, both of which are really hard to find already. Drowned have a 3% chance of spawning with a nautilus shell in their offhand, which will always drop when killing it. This would require (80 shells divided by 0,03, 3%) 2667 drowned. Previously you could get the shells from afk fishing, but since hacks are no longer allowed I assume this won't be allowed either. ​
