Welp, looks like these flags require WorldGuard's high frequency setting to be enabled, as these are high frequency flags.
After speaking to our developers about this, allowing such flags would be a major no go. There is a reason WorldGuard disables them by default as they have the potential to be abused and completely destroy a server's performance. Sadly, these flags are being removed and the approved suggestion is being denied.
