Clean up Rules for Town Creations​

What are you suggesting:

Currently the town application says, "Use "/region info <townname>" command and see if that name already exists - be sure to do this on both legacy and rising as you cannot have a name that already exists in a different world."
Since the main server doesn't have a legacy this is causing confusion. By solely reading the rules it is implied that a new town must have a name different than that of any other town on both the main server and archive. I just learned earlier after already naming several of my new towns that this is not the case. I suggest rewording it to say " "Use "/region info <townname>" command and see if that name already exists - be sure to do this on the main server (/server main) in the rising world."

Why is this a good addition for EcoCityCraft?:

It will add clarity to the town application process.​

Other information:

If accepted all the wikis containing town creation rules/ requirements would need updating. Would be nice to let some towns change names based on this, but I'm sure that would be a nightmare.​
