Add "Noone hears you" detection​

What are you suggesting:

Add "noone hears you" detection in local chat channels when there isnt another user within the local chat channel range.
I'm kinda sure that this message can be customised from within Herochat, so add the custom message "You tried to talk in local but noone heard you, switch over to /ch global"​

Why is this a good addition for EcoCityCraft?:

I have noticed, especially in my town, I ask users to switch over to local chat when talking to them, however I have seen that quite a few don't switch back to global when asking a general question and I am off in one of my other towns, but can still read my towns local chat.

I do understand how a new user, who is not familiar with all the chat channels, might not understand that the yellow text indicates local, and may end up getting frustrated when they ask a question, and do not get a answer ​

As far as I am aware it would not require any development, it's a permission within the chat plugin.
